I think that a smaller case capacity and a shorter casing would help to further lower the MV. Something like a necked down .25 ACP (.25 Auto)casing or a shortened 5.7x28mm (FN PDW/Five seveN cartridge - see http://www.impactguns.com/store/10700014BX.html). Note that the 5.7x28 has an even lower MV than the .22 CCM - but still a little higher than that for a .22 LR. The 5.7x28 also appears to have a proprietary bolt face - .305' (close to the .302' of the .25 Auto). The OAL of the 5.7x28 casing is in the neighborhood of 1.133'

It might be easier to shorten a .221 Fireball casing. Brass is easier to find, and suitable rifle bolt faces are more available."
