Random thoughts - semi+lever/trombone/straight pull
A small, lightweight rifle/carbine.
Should accept all of:
Five-seveN magazines
Converted M1 carbine magazines
Longer (front to back) custom magazines
Alternative magazine arrangement:
P90/PS90 magazines, mounted on the side, rather than the top.
Dual side-mount magazines (left and right) with the ability to quickly select which to feed from.
Must be easy to SBR.
Must be easy to take down.
Should be capable of semi-auto.
Should have lever-action or trombone-action or straight-pull as FTF/FTE recovery and alternative manual cycling.
Safety selector should be "safe", "manual", "semi"
Manual mode should lock the bolt until positive action is taken to cycle the bolt by gross action (no fine motor skills required.)
Ideally, would duplicate reciever dimensions of an existing/common firearm.
Should have folding stock as option.

Fabrique Nationale was one of two companies (the other being Giat of France) approached in the mid-eighties by NATO planners to solve two distinct problems which arose with military small arms. The first was the ability to arm soldiers whose mission objectives called for the use of both semi-automatic pistols and select-fire assault rifles. The second was the need to combat the increasing proliferation of Level II Kevlar vests and PASGT helmets.
In the past, when a soldier went into a special operations mission, ve often carried an assault rifle utilizing 5.56x45 mm ammunition, and a sidearm which used anything from 9mm to .45 ACP. This was a fine setup, but it required carrying two different kinds of ammunition, and the weight and size of the other ammunition put a limit on how much could be carried. Further, if the primary weapon was a 9mm based submachine gun, such as a Heckler and Koch MP5, they would lose the armor-penetrating ability of the 5.56 NATO rounds.
Fabrique Nationale sought to solve these problems by developing a round which possessed excellent ballistics, small size, and would be equally effective when chambered in a submachine gun or pistol. They answered NATO with the 5.7x28 mm round. It was first demonstrated in 1995 with the FN P90 submachine gun, and later in the Five-seveN pistol.
There are currently three varieties of the 5.7x28 mm round. The raw technical specs of the round are as follows.

The technical specs, by themselves, are impressive, but even more so when compared to the rounds which the 5.7x28 mm is designed to replace.
The SS190 ammunition weighs approximately half as much as standard 9mm or 5.56x45 mm ammunition, and has a smaller volume than either. This means you can effectively carry twice as much.
The recoil impulse of the SS190 round is 1/3 that of the 5.56x45 mm and 2/3 that of the 9mm. This translates to one being able to get second and third shots off quicker, or in the case of a full-automatic fire, being able to empty an entire magazine and keep your shots within a 9 inch circle at 50 feet.
The SS190 round transfers nearly all of its energy into its target, minimizing "over-penetration" and reducing the risk of causing negative collateral damage. This is significantly better than the 9 mm, which loses only 30% of its energy in the target, as well as frequent over-penetration.
The SS190 will penetrate a wide variety of body armor, whereas the 9mm will not. It comes close to the level of penetration offered by the 5.56x45 mm round. It will not, however, penetrate materials that the 5.56x45 mm round also cannot, like the 4" ceramic plates which cover the heart in Level III armor.
Due to its low profile and high muzzle velocity, the SS190 offers a nearly flat trajectory up to 200 meters. The L191 tracer round precisely matches the trajectory of the SS190.
Ballistic gelatin tests have shown that the round does not fragment or deform upon impact, instead spiraling and tumbling through soft targets, leaving a tiny .22" hole, and a whole lot of internal deformation. By not fragmenting or deforming, the bullet meets all NATO requirements as prescribed by The Hague Convention.
There are several reasons which explain the rather slow adoption of the 5.7x28 mm round. The first and most obvious, of course, is the fact that it is new. Very few people are willing to take a weapon system into battle if it hasn't been battle tested several times over. The P90 has only been known to have been used once in combat, during the Japanese Embassy crisis in Peru. Unfortunately, details of the weapon's role in that operation did not make it back to the public.
Further, most officers in charge of weapons acquisition for police and military organizations tend to be old school experts who still prefer stopping power and large bore calibers to the "light and fast" designs epitomized by the 5.7x28 mm.
Finally, the design of the P90, for example, is significantly different than the MP5, currently the subgun of choice, and veterans used to the handling characteristics of the MP5 would have a hard time re-training themselves to be as effective.
Although adoption of weapons utilizing the 5.7x28 mm round has been slow, it has been increasing steadily, and looks to continue doing so as battlegrounds begin to change from open air environments to close quarter battle and urban areas and weapons systems designed around it begin seeing more success.
This round is currently unlikely to show popularity for concealed carry or home protection because, despite being ideally suited to the types of threats those situations offer, it is banned in the United States for all but military and police purposes under the Brady Bill due to its armor-piercing abilities.

One of the more startling references to this effect is attributed to the little-known 18th-century Scottish historian Alexander Fraser Tytler, who said:

"My CLEO (Chief Law Enforcement Officer) says he won't sign off on any Form 4s, now what do I do?" This is something that many in the NFA community have heard time and time again. Despite the best efforts of many to explain the true meaning of the signoff provision of the Form 4, there are still many CLEOs who do not understand the meaning of the signoff or do not want to understand for personal or political reasons. For many years, the standard reply to this question as been to advise the potential buyer to set up a corporation. While this method of purchasing NFA items has been in widespread use for many years, there is an alternative: the Revocable Trust.
A Revocable Trust is a legal entity established under state law, like a corporation, and as such, a Trust can hold title to real and personal property. Some are familiar with the use of a Revocable Trust for Estate Planning. However, many are unfamiliar with the use of a Revocable Trust to purchase and own NFA items. The NFA in 27 CFR §479.11 specifically defines a Person (i.e. someone who is authorized to purchase NFA items) to include Trusts as well as Corporations. Therefore, absent a state law in your particular jurisdiction prohibiting same, you may purchase and own NFA items through a Revocable Trust.
Aside from being merely an alternative method of purchasing an NFA item, the Revocable Trust provides many benefits over a Corporation or LLC. In states where a Trust is not required to be registered, a Trust will provide a more private method of ownership. In the author's home state of Florida, there is no requirement to register or record a Revocable Trust. Therefore, the existence and terms of the Trust are known only to those whom you choose to tell. This is generally not the case with a Corporation. In a casual conversation with someone at the range who is new to NFA and has questions about it, you might explain the legalities and process for purchase and ownership as well as how you purchased them through your corporation because the local CLEO refuses to sign. A quick search through the state's Division of Corporations website using your name or the name of the Corporation can yield a wealth of information. Through such sources, a stranger can find out information such as what corporations you are an officer of and the registered address of any such corporations. If you use your home address as the registered address of your corporation, the person performing the search now knows where you live and where you may store your NFA items.
Another area where a Trust may be more desirable is cost. With the cost of initial filing fees and annual corporate fees, your cost for the corporation may exceed the cost of setting up a trust either initially or over time. As an example, an individual in Florida wants to purchase a .22 suppressor from a dealer for $300. As his CLEO will not sign the Form 4, he sets up a Corporation to purchase the suppressor. Filing fees to set up the corporation (absent any cost of legal assistance or cost of a corporate book) were $70. The annual corporate filing fee is $150 and is paid every year the corporation is active. Five years later he still has the suppressor, but with annual fees he has paid $820 in initial filing and annual fees and will continue to pay $150 per year for as long as he wants to keep the suppressor. This is a lot of money for a $300 suppressor. Filing fees and annual fees for Corporations or LLCs may be different in your state, but the point is that once the Trust is established there are generally no further fees to maintain it.
In a typical Revocable Trust where you act as your own Trustee, there is no separate Federal tax return to be filed and any profit or loss incurred by the trust is passed through on your individual tax return. With a Corporation or LLC, you may be required to file state or federal tax returns, depending on your jurisdiction and the activities of the corporation. This too can be an added expense that using a Trust may avoid.
A Trust also has the benefit of being able to manage or distribute the Trust assets upon your death or incapacity. If you own NFA items in a Corporation and die, then your interest in that Corporation, and accordingly the assets held by the Corporation, will likely be subject to Probate. For those not familiar with Probate, it is the court authorized procedure where the assets of a deceased person are collected; their debts are paid, and the remaining assets are distributed to their beneficiaries pursuant to the terms of their will or in absence thereof, pursuant to the terms of state law. The duration and cost of this process may vary from state to state, but it is generally not cheap. By placing NFA items into a Trust, you can direct where those items are to go upon your death without fear of the high cost of probate. Revocable Trusts are a common tool used by estate planning attorneys across the country to help their clients avoid probate. The author has prepared many trusts for individuals, as part of their general estate plan, which they have used for the dual purpose of avoiding probate on their estate as a whole as well as to purchase NFA items.
Like a Corporation, there are no fingerprints or photos submitted with a transfer to a Revocable Trust. However, like a corporation, you must submit proof of the existence of the entity (be it a trust or corporation) with your Form 4. While many practitioners will advise the purchaser to simply submit a Certificate of Trust (typically a short one page notarized document confirming the existence of the trust and identifying the Trustee) as proof, the author recommends that you submit a full copy of the trust itself to avoid any questions from ATF as to the legitimacy and existence of the Trust. While some are uneasy about submitting a copy of their Trust with the Form 4, the author has had no issues with this practice. Additionally, as the Form 4 is essentially a tax document, the Form 4 and the documents accompanying it would be deemed private tax information between you and the ATE The last question the author is often presented with when discussing a Revocable Trust for NFA ownership is the subject of a professionally prepared Trust versus a self-prepared document. Depending upon the complexity of the Trust provisions regarding the management and distributions of the NFA items and whether the Trust is also being used for general estate planning purposes, in many areas the cost can run as little as a few hundred dollars. It has been the author's experience that many of the forms and computer programs available for drafting trusts and other legal documents provide just enough information to be dangerous. Like a wise man has said, you get what you pay for. While doing it yourself may save a few bucks, doing it wrong can cost you quite a bit more in legal fees or even your freedom. The author generally provides a prospective client with two pieces of free advice when asked about do-it-yourself documents. One is that you do not have to use the author, but do yourself a favor and use an attorney with experience in Trust preparation. The other is that if the cost of correctly preparing the documentation scares you, perhaps NFA is not the hobby for you.

"My CLEO (Chief Law Enforcement Officer) says he won't sign off on any Form 4s, now what do I do?" This is something that many in the NFA community have heard time and time again. Despite the best efforts of many to explain the true meaning of the signoff provision of the Form 4, there are still many CLEOs who do not understand the meaning of the signoff or do not want to understand for personal or political reasons. Two weeks ago, the retards at the PS90forum.com were celebrating what they perceived to be a victory over their arch-nemesis, the Fivesevenforum.com, after it was temporarily shut down by its owner, Nosferatu. To say that they were jumping for joy isn't descriptive enough, they were having orgasm's in their panties at the thought of having 'vanquished' their foe..by attrition.
What is the PS90forum.com? A collection of misfits and rejects that have been thrown off the fivesevenforum for being a bunch of assholes. Who is their leader? Shipdick, the former admin of the handgunforum.net site, who started his own forum in reponse to being banned from fiveseven for being a cock. Who are its members? The "Banned of Brothers," a rag tag collection of misfits, rejects, and malcontents. Most of which were banned from the fivesevenforum, some of which are just major dickheads. Take Shipdick for example. He claims to value freedom of speech but he readily edits other peoples posts when they have an opinion against his. Fuck you, Shipdick, and fuck that horrible rattly little piece of trash website and all those who live there.
As soon as the fivesevenforum went down, Shipdick and his asspirate pals thought they would have a free run at the 5.7x28mm community, and even expanded the size of their site by 400%.. but as soon as the real leader in the community was back online, their participation went to practically nothing, with only the hardcore loosers who couldn't go back to fiveseven still actively posting. Two weeks ago, the retards at the PS90forum.com were celebrating what they perceived to be a victory over their arch-nemesis, the Fivesevenforum.com, after it was temporarily shut down by its owner, Nosferatu. To say that they were jumping for joy isn't descriptive enough, they were having orgasm's in their panties at the thought of having 'vanquished' their foe..by attrition.
What is the PS90forum.com? A collection of misfits and rejects that have been thrown off the fivesevenforum for being a bunch of assholes. Who is their leader? Shipdick, the former admin of the handgunforum.net site, who started his own forum in reponse to being banned from fiveseven for being a cock. Who are its members? The "Banned of Brothers," a rag tag collection of misfits, rejects, and malcontents. Most of which were banned from the fivesevenforum, some of which are just major dickheads. Take Shipdick for example. He claims to value freedom of speech but he readily edits other peoples posts when they have an opinion against his. Fuck you, Shipdick, and fuck that horrible rattly little piece of trash website and all those who live there.
As soon as the fivesevenforum went down, Shipdick and his asspirate pals thought they would have a free run at the 5.7x28mm community, and even expanded the size of their site by 400%.. but as soon as the real leader in the community was back online, their participation went to practically nothing, with only the hardcore loosers who couldn't go back to fiveseven still actively posting. 2. Remove magazine and unload weapon again in case you skipped step one.
3. Remove the slide.
4. Remove the barrel.
5. Set the slide down on its right side, so the FN stamp is facing you.
6. With a punch and hammer/mallet punch the Slide Cover pin from left to right
7. Remove the pin--note the knurled end is on the right side when you replace it.
8. Remove the slide cover starting from the rear NOT MUZZLE, you may need to
pry slightly to get it started.
9. Remove the cross pin.
10. Remove the firing pin and spring.
11. Once the cover is off remove the loaded chamber indicator and spring so you
don't lose it.
12. TAKE NOTICE OF THE SPRING THAT IS UNDER THE REAR SIGHT
OF YOUR PISTOL YOU MUST NOT LOSE THIS SPRING, Your pistol
will not function without it!!! This is held in place by the rear sight base plate and will fly off when the rear sight is removed. When you remove the rear sight cover
it with a cloth or something that will catch the spring. DO NOT LOSE IT.
13. Remove front and rear sights with a punch and mallet
14. Install the firing pin w/spring and cross pin.
15. Lay the slide upright and replace the small spring into the hole and
replace the chamber indicator and spring.

I have found it helpful, sometimes, to use a highlighter and highlight the lines titled "Signature and title of chief law enforcement officer", "Signature and title of delegated person", "Organization", "Street address", "City State and ZIP", and "Date". My CLEO filled out a form once, and forgot to put the date, which would cause a kick-back from the BATFE, and therefore a delay. Might as well make sure they see it.
You are now done filling out the "Form 1". Now do the exact same thing, such that you have a SECOND IDENTICAL COPY. Obviously, you can omit the signature/photos/highlighter from the initial form, copy it on a copier, and then sign it, highlight it, and affix your passport photo to each copy.
The next step is to get your fingerprints taken on the "blue cards". You will need two sets (two cards). Taking the cards to your local sheriff's department or police department is probably the best idea. Be sure they fill out/sign the cards. The fee for this is usually around 10$.
Next, it is time to fill out the 5330.20 form. This is very simple, but if you neglect to di it, you will get the "Form 1s" sent back to you.
To fill out the 5330.20 form place the following information in the sections:
1) Name:
Thompson, William R.
2) Name of person certifying citizenship (put the same name as section 1):
Thompson, William R.
3) What is your COUNTRY of citizenship? Put your country of citizenship. If you have multi-citizenship, put them here.
United States of America
4 and 5) If you are an alien, fill out this section. I am not, so I didn't fill this out.
6) If you are an alien and answered "Yes" to question 5, fill this section out.
7) Sign and date here using the same name as in the other sections.
I'm not positive if you need two of these or not, so I did two of them. Again, it might be useful to not sign it, copy it, then sign the copies to save you some work.
The next step is to get the CLEO's sign off on your "Form 1s".
After you have everything ready, send or deliver in person your "Form 1s" to the CLEO's office. You can hand-deliver these to their office, or send them in. In my case, I called the local Sheriff's office, and asked where to send them, and to who's attention. Obviously, if you mail the "Form 1s", use certified mail. You only need to send the two "Form 1s", and a cover letter. My cover letter was as follows (In MO, you have to be a FFL (any type) to possess NFA arms (even Non-C&R NFA arms):

Obviously, tailor your letter as you see fit.
After the letter and "Form 1s" are sent, wait for your CLEO to return them to you. Luckily, my Sheriff is *very* cool when it comes to this, so I got mine back the same week!
After you receive your CLEO-signed "Form 1s" back, place the following in an envelope large enough to contain them:
*) Both copies of the "Form 1", both signed by you and the CLEO, including your picture affixed to each.
*) Both copies of the 5330.20 form signed by you.
*) Both "blue cards" of your fingerprints.
*) Check for $200 USD made payable to the "Department of the Treasury"
Send all of this *certified mail* to the ATF at the address on the Form 1.
If your forms are approved, you will receive one of them back, with a 200$ tax stamp affixed to it. You now have permission to proceed with the SBR conversion. If they did NOT accept your form, you will get a letter back with your "Form 1s" stating the reasoning. Usually, it is due to incorrect information, or something omitted.
The next step is to get your receiver engraved with the required information, for example:

Keep in mind, this needs to be done in a CONSPICUOUS location ON THE RECEIVER, and must be at least 1/16th" tall and .003" deep. Don't try and get cute with this and put it where it is not immediately visable. If you want, get the engraving "blacked out" to make it blend in better - don't screw with the BATFE by putting it where you have to disassemble the weapon - that is ILLEGAL.
Next, remove the factory barrel (see the FAQs) and replace with your favorite short barrel!
This is intended to be complete, but obviously I may miss something. If you have ANY doubts about ANY regulations, contact the BATFE and your local law enforcement officials.

13) Law enforcement certification. Again, this how-to is geared towards individuals. If you are a corporation or trust, you would not need to fill out this section. For an individual, fill in the first line that says "Name of Maker" with your name as it appears in section 3b such as:

I have found it helpful, sometimes, to use a highlighter and highlight the lines titled "Signature and title of chief law enforcement officer", "Signature and title of delegated person", "Organization", "Street address", "City State and ZIP", and "Date". My CLEO filled out a form once, and forgot to put the date, which would cause a kick-back from the BATFE, and therefore a delay. Might as well make sure they see it.
You are now done filling out the "Form 1". Now do the exact same thing, such that you have a SECOND IDENTICAL COPY. Obviously, you can omit the signature/photos/highlighter from the initial form, copy it on a copier, and then sign it, highlight it, and affix your passport photo to each copy.
The next step is to get your fingerprints taken on the "blue cards". You will need two sets (two cards). Taking the cards to your local sheriff's department or police department is probably the best idea. Be sure they fill out/sign the cards. The fee for this is usually around 10$.
Next, it is time to fill out the 5330.20 form. This is very simple, but if you neglect to di it, you will get the "Form 1s" sent back to you.
To fill out the 5330.20 form place the following information in the sections:
1) Name:
Thompson, William R.
2) Name of person certifying citizenship (put the same name as section 1):
Thompson, William R.
3) What is your COUNTRY of citizenship? Put your country of citizenship. If you have multi-citizenship, put them here.
United States of America
4 and 5) If you are an alien, fill out this section. I am not, so I didn't fill this out.
6) If you are an alien and answered "Yes" to question 5, fill this section out.
7) Sign and date here using the same name as in the other sections.
I'm not positive if you need two of these or not, so I did two of them. Again, it might be useful to not sign it, copy it, then sign the copies to save you some work.
The next step is to get the CLEO's sign off on your "Form 1s".
After you have everything ready, send or deliver in person your "Form 1s" to the CLEO's office. You can hand-deliver these to their office, or send them in. In my case, I called the local Sheriff's office, and asked where to send them, and to who's attention. Obviously, if you mail the "Form 1s", use certified mail. You only need to send the two "Form 1s", and a cover letter. My cover letter was as follows (In MO, you have to be a FFL (any type) to possess NFA arms (even Non-C&R NFA arms):

Enclosed, please find two completed copies of an ATF Form 1 (5320.1). I am requesting that you please complete section 13 (Law Enforcement Certification) and return both copies to me at your earliest convenience.
I am a federally licensed collector (License No. 5-43-099-03-8F-03381), as required by RSMo 571.020 § 2 (5).

Obviously, tailor your letter as you see fit.
After the letter and "Form 1s" are sent, wait for your CLEO to return them to you. Luckily, my Sheriff is *very* cool when it comes to this, so I got mine back the same week!
After you receive your CLEO-signed "Form 1s" back, place the following in an envelope large enough to contain them:
*) Both copies of the "Form 1", both signed by you and the CLEO, including your picture affixed to each.
*) Both copies of the 5330.20 form signed by you.
*) Both "blue cards" of your fingerprints.
*) Check for $200 USD made payable to the "Department of the Treasury"
Send all of this *certified mail* to the ATF at the address on the Form 1.
If your forms are approved, you will receive one of them back, with a 200$ tax stamp affixed to it. You now have permission to proceed with the SBR conversion. If they did NOT accept your form, you will get a letter back with your "Form 1s" stating the reasoning. Usually, it is due to incorrect information, or something omitted.
The next step is to get your receiver engraved with the required information, for example:

Keep in mind, this needs to be done in a CONSPICUOUS location ON THE RECEIVER, and must be at least 1/16th" tall and .003" deep. Don't try and get cute with this and put it where it is not immediately visable. If you want, get the engraving "blacked out" to make it blend in better - don't screw with the BATFE by putting it where you have to disassemble the weapon - that is ILLEGAL.
Next, remove the factory barrel (see the FAQs) and replace with your favorite short barrel!
This is intended to be complete, but obviously I may miss something. If you have ANY doubts about ANY regulations, contact the BATFE and your local law enforcement officials.
