My apologies.
YES, those are QC issues. You can send those 75 back and I will replace them. The stainless steel ball gets coated with a glue then inserted into the projectile. The glue helps kept the ball seated at the tip of the bullet. There was either not enough glue and or polymer which is the reason you are hearing the rattle.
I was thinking about this "ball rattle issue" last night and wondered if this QC issue might even be a good thing? A few months ago I had made about 15 special explosive tip rounds for a customer in Kansas, MO to test out with kevlar vests and ballistic geleatin. I used the same stainless ball but also include a small blasting cap and explosive chemicals in front of the ball at the tip of the bullet. They flew perfect, but did not exploded on impact, or at least the person could not tell if it had when fired at the gelatin. However, what was noted was that there where a few tiny SSball size cavities in the Vest other than the main ones that where created by the bullet. I didn't give it much thought until now.
I think that the 75 rounds that you have may be a better explosive tip than what I was trying to accomplish. I see it as this... now that the ball moves freely..not sure by how much? but this being the case the ball can now be effected by the laws of physics..specificaly "Inertia" or momentum. This principal is similar to what happens to occupants of a car crash not wearing a seat belt. The free moving ball that is contained in the projectile should slam foward upon impact of a "fairly dense object" which should cause the jackets tip to expand/defrangment (explode) and allowing the ball to exit. I would like to test these rounds or if you are interested in testing them this would be fine as well.
Either way we can figure something out.

The package arrived yesterday.
I haven't counted them all, but it looks like you might have included an extra 50 SS195 projectiles. If so, thanks!
I do have some observations about the 24grainers. It seems as though about half of them may have some quality control issues. I did a quick per-bullet inspection using a strong magnet and vigorously shaking and tapping each cartridge. Of the four boxes, about 75 rounds made it into my 'questionable' pile and either weren't attracted to the magnet or made a distinctive rattle when shaken or tapped.
